The Client Assistance Program (CAP) for South Carolina helps people with disabilities get vocational rehabilitation services and supports for independent living. CAP is a program at Disability Rights South Carolina. It helps people who are getting services or trying to get services from the South Carolina Department of Vocational Rehabilitation (SCVRD), the South Carolina Commission for the Blind (SCCB), or Centers for Independent Living (CILs). CAP helps you understand your legal rights, get the services you need to work, live on your own, and take part in your community.

- Provide advocacy or legal help with getting services in these programs.
- Advocate for a range of services to help you achieve your work goals.
When Should I Contact CAP?
- You want to know what is required to be eligible for vocational rehabilitation services.
- You think you qualify for rehabilitation services but are not allowed to apply or you were not found eligible for services.
- You do not know what rehabilitation services are available to you.
- You are having trouble communicating with your counselor.
- You do not have enough choice in your services or service providers.
- You do not agree with the job goal stated on your Individualized Plan for Employment.
- You need services like job training, education, or assistive technology but are having trouble getting them.
- A rehabilitation service was stopped, and you disagree.
- You need someone to represent you through a formal or informal review or complaint process against SCVRD or SCCB decision-makers.
- You are confused about services for transition age students.
- You have another concern about SCVRD, SCCB, or CIL services and need help.

What To Expect When You Call
Depending on the situation, we may provide different kinds of help, such as:
- Providing information and resources to help you address your issue.
- Offering self-advocacy assistance to help you take action on your own.
- Providing direct legal or advocacy support.
VR Advocacy Tips
Self-advocacy means knowing your rights and speaking up for what you need. These tips are designed to help you stay organized and confident while working through the VR process.
- Collect the names of and contact information for VR staff, including your Counselor and Area Supervisor.
- Communicate with VR staff regularly and be sure to keep scheduled meetings or calls.
- Make notes about your conversations with VR staff.
- Keep copies of any emails and letters between you and VR staff.
- Keep copies of VR forms including those about eligibility, financial assistance, vocational interest surveys, and your Individualized Plan for Employment (IPE).
- Contact the CAP as soon as you need help, even while you are discussing your issue with VR staff.
The CAP is an independent federally mandated and funded program. Our services are free. DRSC is independent of all agencies that providing services to people with disabilities.
